As a Spanish watcher ( southwards) we need rain even at minimal level so an indicator appreciated ( no rain on our land for 6+ months)

In 2014 a draft law was put into place in the Ukraine to prohibit weather modification. This came about because of huge protests by the Ukrainian farmers against weather and atmospheric modifications carried out by the government. Crops yields were down upto 60%. I believe a similar thing is occurring in France as we speak.
